[MAJOR] Provide more details on how to get good quality data citations

The current recs are basic wrt using doi2bib and the sketch of the necessary bibtex. Important additions include:

• Dealing with bad data (ESA, etc)
• Fixing author metadata issues (and when you can't)
• Adding "version" -- and access dates
• add crosscite
