Dockerfiles should be refactored to share a common base

Because of how the Dockerfiles are constructed there is very little that is able to be shared amongst all of these images. A small refactoring would allow there to be a base image that installs everything, and then the versioned Dockerfiles would just run the npm install command.

What about using node images (https://hub.docker.com/_/node/) as base?

There are many ways to use azure-cli with docker, I just report my use case.
I have a custom image based on a node-slim image.
I don't mind of additional stuff installed on the current msft azure cli image (nano vim jq etc) since I'm using the cli from the host system.

/opt/bin/azure

~ $ cat `which azure`
#!/bin/bash
docker run -it --rm -v $HOME/:/root/ myregistry/myazurecli azure $@

My image is about 100M gzipped, half the size of the current msft image (about 200M gzipped)

I believe we have many other dev tools installed (git, jq, vim bash) so size is not a goal. (#5, #6)
