Cannot Install Softioc

Since 85c35e you cannot successfully run uv pip install softioc.

This is a necessary step of setup-scratch (I think). This makes Blueapi undeployable.

Steps To Reproduce

Steps to reproduce the behavior:

1. Clone Blueapi
2. Run dev container
3. Run uv sync
4. Run uv pip install softioc
5. See error

This error appears to be caused by pythonSoftIOC not supporting Python 3.14 in the ubuntu-dev container, due to a library compatibility issue. Possible fixes:

• Upgrade softIoc to provide a Python 3.14 wheel, or
• Pin blueapi to Python 3.13
  I've tested this on p46 and confirmed it works there.

Separately, the cameras aren't currently deployed on p46, which is unexpected — I suspect that's why it can't connect to the devices.
