Empty Dir removed as it is no longer required for plan dev

I think this configuration when we where using debug containers mounted as a person. But this logic is no longer required.

Acceptance Criteria

• This is remove

We still have beamlines that run on the shared file system / as non-user-1000.

Do we want to stop supporting this? I can ask around to see why people haven't moved on to PVCs, to see if we can start deprecating shared file system features.

I have been fixing bugs / issuing workarounds to aid support engineers who still don't use PVCs.

I had a look at the repositories and only i22 is the one which has mention of debug: enabled ( The old way) otherwise everyone of them are using the PVC.

It might be worth finding out who is using the old way, because we deleted the debug_container and all the associated code. I don't know if this is still working
