[track] cutout size needs to exceed minimum skip distance of TNO movement in doubles

Track displayed an object that was moving quite slowly on two adjacent nights in the same field of view, as it's supposed to. However the cutout size is small enough that the cutout did not enlarge to cover the object's apparition at both epochs.
