Evaluate the Format field in the context of multiple downloads

The Format field (dct_format_s) is required for items with a Download link, as it forms part of the text string users see. When using Multiple Downloads, the string is taken from the label in the array and Format is not needed.

And Format is single-valued, but when using multiple downloads, there would be multiple formats. How should the metadata reflect this?

Note: this came up during the summer 2025 sprint in a discussion about changing this field's obligation to 'Mandatory.' There was some concern that not all records have an entry for this field.
