Support AutoIP / Zeroconf for Address-Configuration without DHCP Available

Motivation

Support usage of tunnel-interface on direct connection to win10/11 computer without any other available network-infrastructure.

Requirements

• MUST be available in unconfigured state / after first installation of firmware
  • SHOULD be used as fallback (if DHCP failed for 30s after devices start)
  • or OPTIONAL: enable/trigger by device-button
• MUST NOT interfere with regular DHCP address assignment (e.g. DHCP-Server temporary not available after building power-recovery)
  • SHOULD use DHCP as soon as available
  • OPTIONAL: allow configuration in ETS
    • MUST provide a clear UI, as configuration will be distributed (IP-Config is configured in device properties and not by regular parameters, no known possible to extend the device properties panel)
