RandomBlockSizeRandomizer: respect changed number of available block sizes in nextInt()

RandomBlockSizeRandomizer: The number of available block sizes may change during a running randomization.
Implement a solution if numberOfBlockSizes changes, i.e., the valuesmust be re-initialized (see initRandomValues()).
