Make compatible with newer PHP versions and bump to latest CakePHP

Various things don't work in PHP 5.6 - seems to be mostly removal of some deprecated *-by-reference functionality which changed a while back. CakePHP 2.8.5 is the latest v2 and we're still on 2.6.4 so this needs an update.
