Launcher - Kubernetes - Add a way to calculate output artifact hashes on container side

This is required for Kubernetes-only solutions that use Kubernetes Persistent Volumes for storage rather than blob storage like GCS, because we are no longer get artifact hashes for free.

This is also needed to reduce load on Orchestrator even when using GCS (see https://github.com/TangleML/tangle/issues/338)
