[RIT] Data Collection - Opt-in Pop-up

As a user of the TSDetect tool, I want to be able to choose whether or not TSdetect uses my data so I can choose to contribute to the findings of the open source tool.

• When the user first runs the plugin, a popup window appears
  • The pop up reads “Do you consent to sending test smell data for research purposes?”
• The Pop Window Displays two buttons
  • The left button reads “yes”
    • When the “yes” button is clicked, user consent is saved as true
  • The right button says “no”
    • When the “no” button is clicked, user consent is saved as false
  • When either button is pressed the popup closes
• When the User runs the plugin after the first time the popup does not display
