Find a solution for bringing the VTS libraries into the Python Notebook

The Python notebook will not work as is, we need to copy the VTS library files into a "libraries" folder and then it will work. I didn't want to commit the dlls to the repo, I would like to find a solution that can get the library similarly to the C# sample.
