Ugh. This got missed. Apple routinely messes up Xcode and CLT installs when doing a system update. Sometimes the installed files are kept, but the installation receipt is removed, tricking Fink and other tools to not realize they're installed. Other times the files are deleted.
Workarounds:

1. run xcode-select --install to have the system install them again,
2. Download a GUI installer from developer.apple.com (needs free account)

If (1) doesn't work, you can try deleting the directory /Library/Developer/CommandLineTools and trying xcode-select --install again.
