on mobile, we don't have much room to show tabs. can only show, maybe most recent 3 tabs,
and then need a way to show the tab list full screen. also, we want to be able to make the tabs disappear.
hmm, I think this points towards being able to have another module to control how the tab list is displayed. Then we could also have reordering and tab closing UI.
