[feature request] Profiling Support

Is your feature request related to a problem?

Otlp-Profiling is now in alpha, and we'd like to see SDKs implement support for it.

What is the expected behavior?

Support in-process profiling, especially for things that the opentelemetry-ebpf-profiler cannot profile or only with very high overhead, such as heap profiling data.

Bonus for supporting process context and thread context when they're ready.

@brancz , some stuff we have in the development phase in autoinstrumentation: https://github.com/open-telemetry/opentelemetry-dotnet-instrumentation/blob/main/docs/internal/continuous-profiler.md

It is battle tested by the Splunk distribution. The missing part is only OTLP exporter (there is only for testing purposes) + probably some semantic convention to correctly pass data to backends.
