I was trying to downgrade my rM2 to the latest version in the versions-ids.json file.
When I began the rM2 had 3.17 installed, but after one failed attempt, it updated to 3.18.
It is not so important for me to be able to downgrade, but I thought I would share the verbose log of the failing command in case it can help you debug or help others.
I have disabled automatic updates in the GUI.
I tried to run codexctl -v install latest but it fails with "SystemError: Update failed!"
After a while the tablet restarts and I am prompted to update to the latest software before I can begin use the tablet (the onboarding flow: Get the latest software ... [Update and restart]).
