Install an adaptive, read-only Gateway readiness monitor: 15-minute normal cadence, 5-minute checks within configurable daily execution windows, and a two-failure threshold before the existing guarded restart/recreate recovery path. The readiness gate remains IB API handshake plus managed accounts (and the existing writable-access check when applicable); no order operation is added.
