docs: point README at Lookout Marine as the path forward - #66

Add a prominent notice at the top of the README directing people to github.com/beetlebugorg/lookout-marine, the native version of this project and where application development now happens. Also notes that chartplotter isn't dead — it's the web-based take and may be picked back up — and that tile57, the engine under both, is still actively supported.
