What changed

Adds a concrete public-release roadmap for measured detector quality, confidence modelling, SCC cycle detection, optional Clang enrichment, baseline/SARIF workflows, documentation, discoverability, PyPI publishing, and release gates.

Why

Relay is useful as a conservative review assistant but needs measurable semantic quality and narrower support claims before broader promotion.

User and developer impact

The roadmap defines the commands, documentation, search terms, integration formats, and publication standards needed for adoption without overstating compiler-level accuracy.

Validation

Documentation-only change grounded in the current 0.2.1 package metadata, parser model, CI, and open analyzer issues.

Closing stale draft readiness PR leftover from earlier agent work. Current releases and main already supersede this draft.
