Is it possible to upscale 1080p to 2160p on a 1080p monitor?

i play anime which are encoded in 1080p but are actually a lower resolution, is it possible to upscale it beyond monitors resolution?
also any idea if I can add sharpening like in madvr but in mpc video renderer?
