[Infra] Ignore SDK subprojects without API txt generation in firebase_checks

Add IGNORED_GENERATE_API_TXT_SDKS to tools/firebase_checks.py to skip SDK subprojects that do not generate API text files, such as encoders:protoc-gen-firebase-encoders. Update get_subprojects_info to exclude these subprojects when identifying SDK paths.
