feat: release Fulldev UI 0.10 component refresh

Summary

• Audit every existing data-slot-backed component against data-slot 0.2.166 and correct wrapper APIs, state selectors, defaults, and behavior where needed
• Compare every matching existing component with current shadcn/ui Base UI Vega and update 27 component families without adding new components
• Refresh registry metadata and generated registry output, removing two stale layout entries whose source files never existed
• Add a reusable upstream-sync skill and document the one-line Otis Tailscale dev-server workflow
• Align package, CI, Changesets, and release infrastructure with main for a minor 0.10.0 release

• pnpm build
• pnpm check: 0 errors, 3 existing hints
• pnpm registry:check
• pnpm pack
• Browser QA across all 27 changed component docs pages
• Interaction QA for Combobox, Select, Dialog, Switch, and Slider
• Browser console: 0 errors

Release

Includes a minor Changeset for fulldev-ui. The expected published version is 0.10.0.
