It seems PRs in the merge queue is also blocked. #2981 Let me clear the merge queue, submit this PR with bypassing merge queue, then enqueue PRs to the merge queue again. |

In PRs with non-Go changes I'm seeing these actions stuck with the status
Expected — Waiting for status to be reported
e.g.
but they're still "Required" so it's blocking submission.
