I've already ran
$ gcloud builds submit --config release/cloudbuild-clouddeploy.yaml --substitutions _INTERNAL_REPO_URL=https://team.googlesource.com/domain-registry-eng/nomulus-internalThis also changes the value for container names in epp-server-partial-phase, this would be helpful to differentiate metrics.
