I thought that closing the renovate PR is enough for it to leave us alone? |

See #9474 (comment) I don't think this PR is necessary because renovate knows now to not bother us with updates for this major version until we upgrade |

paratest v7 requires PHPUnit 10, which we do not use yet. This PR limits Renovate to propose paratest updates < 7.0.
