Every bump of livekit-protocol/protocol so far has been a hand-made PR (#786, #780, #775), so a merged proto change sits unpublished until someone remembers to do it. Renovate's git-submodules manager is off by default; this turns it on so each new commit on protocol main shows up as a PR here. The existing build-protocol workflow already regenerates the _pb2 stubs onto any PR that touches livekit-protocol/, so those PRs come out complete.

Scoped to the protocol submodule: livekit-rtc/rust-sdks is opted out, since bumping it means an FFI rebuild and is a separate decision.

minimumReleaseAge does not hold these back — the git-refs datasource carries no release timestamp, so the check has nothing to evaluate against.
