doesn't yet solve the "new language with color is added while the bot is up and i don't wanna restart the bot" issue but we'll workshop that

fixes #14 (seems i have to put this phrase in the PR description).
this downloads the
lib/linguist/languages.ymlfromgithub-linguist/linguistdirectly on startup and populates the bot'slanguage_colorsfrom there.as a side note, i had to addimmutable_subject_claims=Falseto your infrastructure stack stuff due to rye syncing and updating dependencies.
