What this PR does / why we need it

Apply label sync and common repo settings to all ODG repos

Overwrite ODG specifics like homepage for now, avoiding the duplication of the label settings to different suborgs

The current repos have defined a maintainers team with permissions pull. The repo is listed in the ocm suborg and will change it to "maintain". So I'm overwriting it here to "pull" again to be safe for now as the set of people is different. I'm also fine to delete it here and change it to "maintain"

The OCM suborg configuration will also add the Admins and Collaborators teams which are currently not assigned to the repository, is that desired? At the moment, there are also separate teams for ODG: ODG Maintainers and ODG Collaborators.

I defined now all teams which are ODG specific. yes, admin and collaborators will still be added to the ODG repos. It seems there is no better solution besides duplicating all in an own suborg which I like to avoid as the label setup is so huge.

The vision is to anyway unify the teams, so I would say it is fine to let it happen. I like to restructure the teams then in a different step.
