Package-manager lock files should not be rewritten during routine formatting. This PR makes
rs fmtignorepackage-lock.jsonandpnpm-lock.yamlby default while applying userignorePatternsafterward, so negated patterns can opt these files back in. It also documents the behavior in both languages and updates the Prettier migration guidance.
