PCC cannot run the auditor when the canonical checkout differs from origin/main or publication leaves untracked runtime files. This preserves the two existing timestamp-helper commits and ignores the exact stable portfolio-truth lock and PCC auditor log paths. Producer identity, clean-worktree, and currentness checks remain unchanged.
Validation: 224 focused timestamp, security-admission, decision-queue, weekly-command-center, producer-preflight, and portfolio-truth tests passed on Python 3.12. The updated preflight suite passes 18 tests, including a real Git/publication-lock regression that disables global excludes and verifies runtime files are accepted while an unexpected source file still fails. Ruff and the portable PortfolioTruth contract check pass.
