Mintlify only serves .yaml files, so the Developer API spec was not reachable at /docs/devops/developer-api/openapi.yaml like the QStash and Workflow specs are.
Adds hand-written pages for GET and POST https://upstash.com/start-redis under a Free Redis for Agents group. These live on upstash.com rather than api.upstash.com, so they are not part of the OpenAPI spec.

Renames openapi.yml to openapi.yaml so Mintlify serves it at /docs/devops/developer-api/openapi.yaml (only .yaml files are served), and adds GET/POST /agent/redis/start, the unauthenticated endpoint behind https://upstash.com/start-redis.
